Parole / Open Conditions & Maintaining Innocence

For those maintaining innocence, there must be an undertaking that they can attend a course in the community, such as Horizon or agree to one to one discussions with the Offender Manager.

They must agree, at the very least to discuss the circumstances surrounding the case and to prove that their life in future will be managed with due regard to child safety and no potential for them to be compromised.

If the person has shown willingness to develop a working relationship with the Probation Service and demonstrates good behaviour and compliance with licence conditions then the Parole Board should grant release, but this also might include the necessity for a full psychological assessment to support release/ move to open conditions.

To grant release "on the papers" all of this must be in place.
